The European Qualifications Passport for Refugees is a Council of Europe tool for assessing refugees’ qualifications when documents are missing or incomplete. The assessment draws on the evidence you can provide and a structured interview. The resulting document can help you present your educational and professional experience to a university or an employer.

Who it is for

People affected by forced displacement whose educational documentation is incomplete or unavailable.

Next step

Read the overview on the Council of Europe page, follow the official link to the EQPR platform and check whether the route applies to your status and circumstances.

Important limitations

The EQPR is not a formal recognition decision and does not guarantee admission. Eligibility depends on individual status and circumstances; it is not available to every Belarusian citizen simply on the basis of nationality. For formal academic recognition, use the national recognition authority through ENIC-NARIC.
